Underground Storage Tank (UST) Program

The goal of the UST Program is to protect people and the environment from hazardous materials stored in underground storage tanks. The main concern is preventing contamination of groundwater.

UST facilities are required to submit all required documents electronically through the California Environmental Reporting System (CERS).

What the Program Covers

  • Inspections
  • Permitting
  • Monitoring
  • Repairs
  • Installation and removal of USTs

If contamination is found at a UST site, the case is referred to the Environmental Health Site Mitigation Unit for cleanup oversight.

What is a UST?

An Underground Storage Tank (UST) is defined by California law as “any one or combination of tanks, including pipes connected thereto, that is used for the storage of hazardous substances and that is substantially or totally beneath the surface of the ground” (with some exceptions).
