What RFA Covers

RFA is California’s caregiver approval process for anyone who wants to care for a child, youth, or non-minor dependent (ages 18–21). It replaces older approval systems and creates one streamlined path for foster care, guardianship, and adoption.

How RFA Works in Mono County

RFA is a state program implemented locally by the Mono County Department of Social Services (DSS). DSS guides and oversees Resource Families who are approved to provide care and supervision for children.

Resource Family Homes must follow the California Department of Social Services Written Directives for the RFA Program.

How Do I Become a Resource Family?

Mono County Social Services staff will partner with you through a unified, family-friendly, and child-centered application. This streamlined process reduces duplication and sets consistent approval standards for families who want to foster, adopt, or provide legal guardianship.

Requirements (partial list)

Criminal record check / Live Scan
Informational meeting, orientation, and pre-approval training
Home environment assessment
Permanency assessment
CPR / First Aid certification
Health and TB screening
In-home visits with all adults and children/youth in the home
Reference checks
DMV report
Completed application forms and verification

What Your Approval Means

Once approved, a Resource Family is eligible for foster care, legal guardianship, or adoption without additional separate processes. Approval does not guarantee placement, but it ensures you are ready if a match is identified.
