Workforce Innovation and Opportunity Act (WIOA)
WIOA connects employers with skilled workers and helps job seekers access employment, education, training, and support. Some participants may be placed in Subsidized Employment or On-the-Job Training (OJT), which can reimburse employers for a portion of wages during training (typically 50%, paid after 480 hours are completed under a qualifying grant).
What We Do
- Match employers with candidates who are eager to learn a trade (including apprenticeships).
- Provide OJT reimbursements (typically 50% of wages during training, subject to program rules).
- Help facilitate hiring, track hours, and monitor progress.
How to Get Started
- Training role: The position should teach a new trade (candidate may have related experience but not full background in the role).
- Agreement: We draft an OJT/apprenticeship contract with the terms for both employer and employee.

Welfare-to-Work (WTW)
WTW helps CalWORKs recipients build skills, find jobs, and achieve self-sufficiency.
How the Program Works
- Orientation: Overview of WTW, community resources, and exemptions.
- Appraisal: Review of education, work history, and goals.
- Job readiness: Short-term activities to prepare for employment (employer expectations, resumes/applications, interview practice, life skills).
Supportive Services
- Basic supports: Child care, transportation, and other necessary (ancillary) services.
- Behavioral Health: Mental health assessments, individual/group counseling, and support groups.
- Substance Use: Alcohol & drug assessments, individualized treatment, and case management.
- Domestic Violence: Counseling, legal/advocacy, crisis intervention, case management, and access to shelter.
